NEW YORK, NY – The Durst Organization today joined Mayor Adams to cut the ribbon at 3-24 27th Avenue in Astoria, officially opening the 100 percent affordable building. They were joined at the ceremony by Queens Borough President Donovan Richards as well as leadership from City agencies, Community Board 1 and the Astoria Houses Tenant Association.

Residents have begun moving into the new building, including NYCHA tenants, formerly homeless households and locals from the surrounding community—all of which received preference in their applications. Residents at the building have amenities including a fitness room, tenant lounge and laundry room, while apartments have modern touches like oak floors, large picture windows and energy-efficient appliances.

Sited adjacent to NYCHA’s Astoria Houses, the new building was developed through a wider partnership between the Halletts Point development and public housing through which The Durst Organization invested in upgrades to the Astoria Houses’ heating plant and public spaces, like the future reconnection of Astoria Boulevard through the campus. That partnership has also led to the development of the first full-service supermarket on the peninsula that provides fresh and healthy food at affordable prices, bringing access to what was historically a food desert. Future work will include connecting the waterfront esplanade that borders the Astoria Houses to new active and passive recreational space along the water and create a seamless and walkable connection between the Astoria Houses and Whitey Ford Field.

“New York City is facing a housing crisis. We need to build more homes. Our partnership with Astoria Houses, our elected officials and this community helped to build new homes in Queens. It’s a special day seeing residents move into this beautiful new building,” said Douglas Durst, Chairman of The Durst Organization.

“This project shows how cooperation and investment by the public and private sector can transform communities,” said New York City Mayor Eric Adams. “What was once a grouping of empty and underutilized lots is now affordable housing for over 160 families, with hundreds more homes on the way. We have delivered on promises made to local residents, including a new supermarket, playground space, and direct improvements to nearby NYCHA apartments. Congratulations to The Durst Organization, and to the many city agencies and community leaders that have worked for years to make this dream a reality.”

“Astoria just got a major boost in affordable housing – 163 affordable homes at 3-24 27th Ave,” said HPD Commissioner Adolfo Carrión Jr. “In partnership with The Durst Organization and NYCHA, we’re bringing vital resources to the community, including a supermarket and improved public spaces. This new development is a testament to the City’s commitment to creating vibrant, inclusive communities where New Yorkers have access to safe and affordable housing.”

“With more than 160 new permanently affordable homes and a supermarket under the City’s FRESH program, this development is bringing much-needed housing, jobs, and affordable fresh food options to the Halletts Point community,” said HDC President Eric Enderlin. “Thanks to all our partners for their dedication to making our city a healthier, more affordable place to live.”

“Our vision of a more equitable Halletts Point is starting to come into view,” said Dan Garodnick, Director of the Department of City Planning and Chair of the City Planning Commission. “With income-restricted homes for New Yorkers, including NYCHA residents and the formerly homeless, as well as access to Astoria’s waterfront and the first full-service, FRESH supermarket on the peninsula, this project is a great milestone.”

“NYCHA is proud to be in partnership with the Durst Organization, Mayor Adams, the City of New York, Astoria residents and all local elected leaders, who worked hard to bring this quality 100 percent affordable housing development to fruition,” said NYCHA Executive Vice President for Real Estate Development Jonathan Gouveia. “We remain committed to preserving and advancing NYCHA communities for years to come.”
